The first section is aimed at social private organizations and institutions committed to combating illegal hiring (caporalato) and active in fostering inclusion paths for migrants, called upon to tell stories of liberation and empowerment from labor exploitation, always with reference to the five regions of Southern Italy.
The second section is dedicated to ethical businesses with a narrative contest aimed at entrepreneurial activities active in Puglia, Calabria, Sicily, Campania, and Basilicata, called upon to share their best practices in ethical economy and labor integration of migrants.


The third section – Illustration – is aimed at creatives: graphic designers, illustrators, and anyone who wants to express their creativity by creating a poster on the themes of respect for rights and the socio-labor inclusion of migrant workers, the fight against illegal hiring (caporalato), critical consumption, and the ethical supply chain.
The fourth and final section of the contest, the Journalism Award, rewards the best among articles, photojournalism reports, investigative podcasts, video reports, and television features produced in the 5 regions of Southern Italy that have covered the themes of “Beyond the ghetto”.
The program
An extraordinary and integrated five-year intervention plan for combating and overcoming forms of labor exploitation, illegal hiring (caporalato), and situations of severe marginalization and vulnerability experienced by foreign nationals present in the five regions of Southern Italy (Sicily, Calabria, Puglia, Basilicata, and Campania).
The context
Su.Pr.Eme.2 is part of the national strategy to combat labor exploitation and the phenomenon of illegal hiring by the Directorate General for Migration Policies and for the Social and Labor Integration of Migrants of the Ministry of Labor and Social Policies. It aims to systematize, in the sign of continuity but also innovation, the services, results, and impacts achieved with the previous projects Su.Pr.Eme and P.I.U.Su.Pr.Eme.
The program is funded by the Ministry of Labor and Social Policies through the complementary use of:
- Asylum, Migration and Integration Fund (AMIF) 2021-2027 – Specific Objective 2 Legal Migration and Integration – Scope 2 h) integration measures
- National Programme (PN) for Inclusion and Fight against Poverty ESF+ 2021-2027 – Priority 1 “Support for social inclusion and fight against poverty” – Specific Objective ESO4.9) Promoting the socio-economic integration of third-country nationals, including migrants, and ERDF 2021-2027 Priority 4 “Infrastructural interventions for socio-economic inclusion”, Specific Objective RSO4.3 “Promoting the socio-economic inclusion of marginalized communities, low-income households, and disadvantaged groups, including people with special needs, through integrated actions concerning housing and social services”.
